How to Get Certified to Deliver Alcohol in Ontario: The New CannServe Licence to Deliver Liquor Course

If you want to deliver alcohol in Ontario, or take and coordinate delivery orders, there is one thing you need to do first. You have to complete an AGCO Board-approved training program. 


Ontario law requires anyone involved in delivering liquor under a Licence to Deliver to complete an AGCO Board-approved training program before they start. That includes drivers, couriers, and the employees and contractors who take orders and coordinate deliveries. 


CannServe now offers a Licence to Deliver Liquor course. It’s approved by the Alcohol and Gaming Commission of Ontario (AGCO), it takes about two hours, and it costs $9.99 CAD. Here is what it covers and who it’s for. 


What Is the Licence to Deliver Liquor Certification? 


In Ontario, liquor delivery is regulated under the Liquor Licence and Control Act, 2019 (LLCA). Under a Licence to Deliver issued by the AGCO, the licensee may deliver liquor for a fee and take or solicit orders for the sale of liquor for delivery. The holder of a Licence to Deliver must ensure that every person involved in the delivery of liquor or in taking orders for the delivery of liquor hold valid certification from an AGCO-approved training program. 


Alcohol delivery carries the same responsibilities as selling it in a store. You need to verify age, refuse a delivery when something is wrong, and recognize when a recipient is intoxicated or ineligible. The training makes sure every person in the delivery chain knows how to do that.

The course is built around four modules that move from the legal framework to the practical skills you use on every delivery. 

  1. Getting started: A short orientation covering the course overview, structure, and learning objectives, so you know what to expect and how to work through the material. 
  2. The legal framework for liquor delivery: You will learn the AGCO's role in regulating liquor delivery, how the LLCA, its regulations and the Registrar's Interim Standards and Requirements for Liquor apply, and what a Licence to Deliver actually permits. This includes delivery-specific rules on hours, storage, recordkeeping, and prohibited locations. 
  3. Compliance, regulations, and enforcement: You will learn what could happen when the rules are not complied with. That covers monetary penalties, licence suspensions and revocations, and the role of AGCO inspectors. It also covers the activities that are always prohibited, like delivering to minors, intoxicated individuals, or second-party purchasers. 
  4. Best practices for responsible delivery: This is the part you use daily. Age verification and accepted forms of ID, how to refuse a delivery, how to spot signs of intoxication, and how to handle a difficult situation calmly and document it properly. 


By the end, you know both the rules and how to apply them at the door.

How Is This Different From CannServe Standard? 


CannServe offers two separate alcohol certifications, and it’s worth knowing which one applies to you. 

  • CannServe Standard is for people who sell alcohol in an Ontario retail setting. If your role is behind a counter or on a sales floor, CannServe Standard is built for that work. 
  • CannServe: Licence to Deliver Liquor is for people involved in delivering alcohol under a Licence to Deliver. If your role involves delivering alcohol to a customer's door, this course is built for that work. 


They cover different rules because they cover different work. If your job involves both, check with your employer on which certifications your role requires. 


How to Get Certified 

Getting started takes a few minutes. Register for the course online, work through the four modules at your own pace, and pass the final exam with a score of 80% or higher. You get two attempts. Once you pass, your digital badge and certificate are issued right away, and your certification is valid for five years.
